If the limit of PIN input is exceeded, the smart card is locked. Maximum number of PIN input attempts is defined by the administrator in the smart card usage policy, section Card initialization.
There are two modes of user smart card unlock:
Offline unlocking in the Windows login window
Unlocking a card (Smart card, USB token) on the Windows login screen is not supported when connected remotely via Remote Desktop.
